    Chapter 5 explores cases in which regional stewardship is more or less driven by business elites, including Grand Rapids, Charlotte, and Oklahoma City. We suggest that the first two show some of the limits of this type of approach, as both regions are now facing more challenging economic and social dynamics, which may be poorly suited to the older civic culture. On the other hand, Oklahoma City shows what can happen when elite leadership decides to respond to a shock with a commitment to dynamic change.
