  • Decentralization, Democratization, and the Feedback Effects of Sending State Outreach

    Lauren Duquette-Rury

Chapter from the book: Duquette-Rury, L. 2019. Exit and Voice: The Paradox of Cross-Border Politics in Mexico.

Chapter two uses a historical institutional approach, original qualitative interviews and secondary data to examine the formation of the Mexican 3x1 Program and sending state outreach policies with the migrant population in the U.S. The chapter traces how macro-structural factors including decentralization reforms and democratization explain the origin and evolution of migrant-state transnational partnerships in the strategic case of Mexico.
