    This chapter introduces the concepts of legitimacy and procedural justice and explains why they are important for the police. It also describes the procedural justice model of policing, which is a set of ideas about how police could be managed to better meet citizens’ expectations for the proper exercise of police authority. The hypothetical utility of measuring procedural justice performance and incorporating them into police departments’ systems of management accountability is discussed, along with two perspectives on whether what gets measured gets managed. The chapter also provides a brief overview of the research methods and a synopsis of the findings.
